Thoughts, no. 151
In Monowi, Nebraska, which for years has had a population of one, the liquor licence travels in a very small circle. The state sends the application to the village clerk, who is Elsie Eiler; she signs it and hands it to the owner of the tavern, who is also Elsie Eiler. Every year she writes the village a road plan too, so the state keeps paying for its streetlights. It sounds like a joke about paperwork, but I think it is the opposite. Those forms were written for a town with a crowd in it, and she fills them in anyway, which may be the whole difference between a village of one and a house.
